Low Volume On One Phone To Some Numbers

Running into an issue where a phone in another building (same network) has very low audio volume calling certain numbers, but if they call the same number, on the same outgoing line, from a phone in our main building it's fine.

POTS lines into the HX Controller, Main building phones connected directly to PoE switch which routes through our main network switch to access the HX controller. This other phone is connected to a second POE switch in the other building with a homerun to the main network switch.

I've tried changing echo profiles, I've tried swapping from a 5324 to a 5340 in case the wideband helped. I've confirmed on the handset itself that each outgoing line is set at the max volume allowed.

Are you sure it isn't just that phone drops to G.729 and the audio compression and lack of comfort tone are making it seem as though it is low audio?

How would I go about checking that? And if that is what's happening how would I fix it?
