DHCP issue (address not unique) 3300icp

Hi Guys my first post so go easy.

Im having issues with a 1 handset, it keeps releasing its IP address upon boot and displays "address not unique".
Well in the normal DHCP world i would say its conflicting with another handset.  However it just does this over and over and never successfully gets an address.  I have checked the DHCP lease viewer and cannot see the device's MAC listed.

Any ideas what is going on?

its on a 3300 ICP by btw with a 5212 handset.

Go into the config of the phone, not on the 3300, and see if it has a static number entered in.
