69xx phone on a Mivoice 250 system

Installed a single 69xx phone on a 250 and got most things to work. However calls transferred to the extension will not follow system forwarding. The call recalls back to the phone that transferred the call. The recall timer is set to 30 seconds and forward initiate timer is set to 15 seconds. The flag system forwarding is set to yes, there is an associated mailbox. I don't know what else would affect this?

Have you verified the Transfer - {transfer phone type} timer to make sure that it isn't lower than the System Forward Initiate Timer?

Transfer - Attendant: Is for when any device flagged for Attendant transfers a call
Transfer - Available: Is for any Device that isn't an Attendant or Voice Processor.
Transfer - Busy: Is for any Device that isn't an Attendant or a Voice Processor.
Transfer - Voice Processor: Is for any Device that transfers a call to the Voice Processor.

yes, the transfer available was set at 20 seconds and the others were set at 30 seconds or higher. The call was showing in the display that it was recalling and when I changed the recall timer from 20 to 30 seconds then it didn't recall until 30 seconds had passed so it seems to be the recall timer that it's following.
