Licensing for added a second extension

We have a group that had hot desk and they disliked it (to be mild). For 911 we removed the hot desk and created a generic phone with a DID number, that takes a license. We want to add a second private number to the phone but do not want to use a license. Our vendor said to use IP Device Only but when we go to add it we get the error

Not sure what you are actually asking, a single line appearance can be added, you could also create a trusted extension and add an appearance. IP Device only would not be how I might do what I assume you are asking
