post patch Tuesday, users said there was a problem with Phone Manager. Initial testing showed it was connecting to the MCS server, but the contacts were not downloading. This lead to error messages. the phone manager had its basic function like showing the pop if your were dialing, or call history, but its was in a loop with the contacts.
I looked at the server and restarted it. No help, so I uninstalled the MSFT patch 4577066 that was installed the previous day.
problem solved.
