Are ports 6004-6261 UDP (RTP) for SIP phones too or just IP. Does it matter if they are local or teleworker as well

The reason I ask is that a client is getting calls coming in that ring once then stop. The caller emailed the client saying that they tried calling several times and they get a busy signal. I was able to trace one of these calls with our sip provider and they said that particular call came in on port 6102. Mitel states everything looked fine in the DB and message print. These are local 6940 SIP phones.
