Receiving empty voicemail and emails from Sysadmin mailbox

I am finishing off a new install and while testing the system, some of the users have been receiving  empty voicemail messages and voicemil to emails from the sysadmin mailbox (1999 see attached picture)
Voicemail to email is turned on and working correctly, but I cant find any reason why the admin mailbox would be sending messages to the users.
I checked the admin users and they dint have 'email alarm notifications' turned on,
The customer is obviously getting frustrated that they are receiving empty voicemail notifications and empty emails.

Does anyone have any ideas that would help stop this happening?

Under each mailbox is an option called: Deliver Hangup Messages (when CLI is available)

When this is set to yes it will send a voicemail message/email to give you the number of a caller even if there is no message.

You just need to set this to no.

Make sure the admin mailbox is marked private and unlisted as well.
