Does your DB show that the local Voice Processor is up and running? It sounds as though you performed your restore incorrectly by not having the EM communicating with your System prior to your DB restore.
Try defaulting your system again then disable Basic Unified Messaging and then get your EM connected up and then restore your DB.
If you look in the help documents [F1] and look at your Operations Menu > Voice Processor Operations > Enable/Disable Basic Voice Mail it will provide you the information you need.
"If installing an external voice mail system, you must disable Unified Voice Messaging before installing and programming the external voice processing system."
