headset works internal only

I have a few 6920 phones that are using SIP. I can get them to ring but when I answer using a handset I get oneway audio and it's very faint, but when I use speaker it works fine. Two-way audio works on internal calls though. The handsets are paired correctly. I thought it was a feature code 316/ 317 they don't work.
