IP Console 5500 Operator Absent when on Night Service

We have a IP Console 5500 for our Operator, we can put it on Night Service 2 to ring at someone else's desk in her absence, but we internal calls come in it rings busy and says Opeator Absent, external calls come through fine.  Changed on console to Operator Present and the phone just continuously rings but it's not heard at other person's desk.

Need for internal calls to come through properly, need them to be answered.
