No, they are generic SIP ports that require a Full or MUD license. You should have sufficient licensing for the ports, Mitel automatically updates your licensing on the application record based on the number of users/ports, unless you stole them for something else.

EDIT: Actually, I am rethinking that now... I think the automatic allocation is only when you initially set it up. As you gain ports by adding users you need to purchase additional IP User licenses for the ports.

AWC is a completely different service, it used to be a completely separate server, and Mitel just combined them as "blades" in a single server application of MiCollab. You can almost consider the "blades" as docker containers or VMs within the virtual server meaning they are unique and distinct services. Why do they use SIP instead of MiNET phones? Who knows, you would have to ask a Mitel engineer. Nupoint is the old Mitel Mail, formerly Centigram, and is also a separate and unique service that was thrown into MiCollab. Once always used SIP and one always used MiNet devices, no point in re-engineering what works.

When you buy 60 conference ports, Mitel CPQ should automatically assign 60 IP Device licenses for this application, if not (or you didn't use CPQ) then you will have to purchase them separately.
