Reorder Tone - Mitel 3300

I have obtained an ICP 3300 system (sw version 10.xx.xx).  It was from a networked environment.  The system is setup to make calls over T1 PRI.  We can make incoming and outgoing calls but get a reorder or fast busy tones when connected.  The call stays up and are able to even do call transfer.  After the call is transferred, the reorder/fast busy tone disappears.

Can anyone tell me as to where this tone is coming from and how to disable it?

Let's see if I understand.   
I call in.  Someone answers my call.  They hear reorder tone.  They transfer the call and then it works ok?
