Are there and ACL's on the data switch?

Voice and Data VLAN's are routed?

Voice and data VLAN's are set up (as best as i can tell - but i think it maybe something to do with this) and not using any ACL's

Can you verify that you can ping both ways?

From a PC ping a phone and from the ESM under maintenance commands ping from the RTC and a phone to a PC.

From my PC I can ping the phone's IP and the MXE.
From the MXE I can ping the phone and my PC.

Its a really weird (and frustrating) problem!!

turn on the debugging in UCx and lets dig through the logs.  Open UCx, go to Help --> About --> From the dropdown menu select Configure Logs...

I can't remember which ones are the PC Connection categories, so start by turning on 1-5 and save it.  Make sure to note the location of the log above.

Perform 2 connection tests.  Post the log.

Sorry for not coming back sooner.
This has now been fixed. Our Cisco ASA was blocking a connection under one of the default protocols (SIP) in our case.
So this is all working.

One weird thing I have now is that when I receive an external call the UCX pops up with the name and number on the 1st ring and then on the 2nd ring it changes to unknown.

Any ideas on this?
