**UPDATE**
Hello all,
Just an update here. I've engaged Oaisys and had them verify settings all looked good, we didn't make any changes. They suggested to retest with that user and I did. And wouldn't you know it, the reporting started working inbound/outbound. My suspicion was that the user was not even on the phone but that is going to be hard to prove and honestly I'm not going to waste my time. Just glad it is working.
