Any way to bypass this when you know there are no active sessions?

You could try restarting the esm.
Login into the RTC.
enter ts WebServer
enter tr WebServer
This should now allow you to log in to the ESM.

i take it no effect on call processing etc?

No effect on cal processing - just the web server.

This doesnt seem to resolve issue with too many active sessions. As soon as you restart the webserver it responds the same thing.

Looks like you'll have to reboot.
You should still be able to telnet to it and then setup a reboot schedule.

I think you are allowed 5 active sessions.
make sure your admins are using the LOGOUT button in the ESM when they are done and not just closing their browser. Sessions start timing out after 30 minutes by default (You can change this in the 3300).
