External Hot Desk Usage

Can you use an External Hot desk license as a regular phone license?


My understanding of hot desk is that a user can "login" and "logout" of a phone, is that correct?

I don't think so.
To be able to use a hot desk license you already need to have a user license.  The HD license is on top of that.
