I read this regarding AT&T suing a company for $1.5 million because they were hacked and hit with toll fraud.

Who is responsible for toll fraud charges?
1- Customer should pay the bill?
2- Carrier should absorb the charges?
3- the tech that set up / opened up the hole to allow the hack?
3- the hacker should be caught and shot?
I know everyone reading this is careful with the systems they maintain but what's your opinion and why?
I'm thinking there isn't much choice except for the carrier to absorb
and go after the hackers.
If the hack victim is forced to pay it could put them out of business.
