Blocking 911 calls from being made through an auto attendant

I have a customer who received a call to a call director mailbox.  Within the auto attendant, they dialed 911, which happens to be a speedcall in the pbx, and the call went to the PSAP with incorrect information.

What I want to do is deny/block the ability for users to dial 911 from an auto attendant, forcing them to hang up and call 911 the proper way.

Customer has SIP trunks into a 9.4 MXE-III controller, and a 9.7 Micollab server with Nupoint.

I assumed it would have something to do with the Nupoint system configuration.  The customer has extension numbers that begin with 9, so I'm thinking I can't just block anything they dial starting with 9.  Here is the Nupoint config:

I may have suggested the wrong forum. I'm thinking it should be posted under the NuPoint section.
But in any case, I think the easiest fix is to change the last '5' to a '0' in the dial plan.  (PBX dial plan = [5,5,5,5,5,5,5,5,0])
I'm not an expert in NuPoint but I think that would work.

On the PBX side, if you wanted to you could create a new COR that blocks dialing 911 in ARS and assign that COR to all the voicemail ports.  That's probably more complicated. If you do that, please be sure to test 911 to be sure it still works.

might make 911 a location based number and deal with it that way
