external inbound silence

Hey guys, got an interesting one today. 2 analog phones. Problem:

internal calls = both work
dialing out = both work
inbound direct dial (DID) = first phone works fine, other phone does not work. This is the problem.

Compared all the settings i can see at the phone level, cant find any differences. Both extensions are marked by the phone company as being DID. both phones are on the same mitel (different expansion boards, but i dont see if that would make a difference).

Also when I dial the call, the phone is silent, but nothing else, just sits there dead for about 10 minutes then the call disconnects. With no tones or anything.

Any ideas?

If you go off-hook when the call is coming in but not ringing the phone does it answer it?

If you redirect the DID to another phone can you answer it there?
